<PROJECT>_<PATH>_<FILE>_H_
[1] https://google.github.io/styleguide/cppguide.html#The__define_Guard
"All header files should have #define guards to prevent multiple
inclusion. The format of the symbol name should be
<PROJECT>_<PATH>_<FILE>_H_."

This allows rate control to react to content of current frame being encoded.
Enabling this feature via the setting: screen_content_mode = 2.

Allows building the library with the gcc -pedantic option, for improved
portabilty. In particular, this commit removes usage of C99/C++ style
single-line comments and dynamic struct initializers. This is a
continuation of the work done in commit 97b766a46, which removed most
of these warnings for decode only builds.

This is a first step in cleaning up the redundancies between
vp8_calc_{auto_,}iframe_target_size. The pick_frame_size() function is
moved to ratectrl.c, and made to be the primary interface. This means
that the various calc_*_target_size functions can be made private.

Changes 'The VP8 project' to 'The WebM project', for consistency
with other webmproject.org repositories.

When the license headers were updated, they accidentally contained
trailing whitespace, so unfortunately we have to touch all the files
again.
