Revert "quantize: replace highbd versions"
This reverts commit 2200039d33c49a9f7a5c438656df143755b022c4.
This causes failures with VP9/EndToEndTestLarge.EndtoEndPSNRTest/*; it
seems the assembly does not match the C code.
