lazy intialization.
(_nl_get_era_entry): New function. Return era entry which corresponds
to given year.
(_nl_get_alt_digit): New function. Return string with alternate
digit representation for given number.
* time/strftime.c (strftime): Use _nl_get_alt_digit to get
string representing alternate digit notation.
