* wcsmbs/bits/wchar2.h: New file.
* include/bits/wchar2.h: New file.
* wcsmbs/wchar.h: Include <bits/wchar2.h> if fortification is
requested.

* string/bits/string3.h: Add fortified stpncpy definitions.
