(elf_machine_matches_host): Remove weak extern stuff.
Use GL(dl_hwcap) unconditionally and GL(dl_hwcap_mask) if SHARED.
(elf_machine_runtime_setup, sparc_fixup_plt): Remove weak extern
stuff. Use GL(dl_hwcap) unconditionally.
