* sysdeps/unix/sysv/linux/resourcebits.h: New file.
* sysdeps/unix/sysv/linux/sys/ptrace.h: New file.
* sysdeps/unix/sysv/linux/syscalls.list: Add getegid, geteuid,
getppid and reboot.
* sysdeps/unix/sysv/linux/sysconf.c: Special version that does not
use getdtablesize.
