Update.
* locale/locale.h (struct lconv): Add new elements from ISO C99.
* locale/localeconv.c: Initialize new elements from ISO C99.
* iconv/iconv_prog.c (process_block): Remove const from second
parameter.
(main): Remove const from addr definition.
