buffer is given to place conversion descriptor in initial state.
* iconvdata/gconv-modules: Correct aliases CSPC850MULTILINGUAL and
CSPC862LATINHEBREW.
* iconvdata/gconv-modules: Add aliases GB2312 and csGB2312
(according to IANA registry).
