* Makeconfig (CPPFLAGS): Use $($(subdir)-CPPFLAGS) if defined first.
* locale/Makefile: Define locale-CPPFLAGS instead of redefining
CPPFLAGS.
* libc.map: Export __sigaction.

undefined in a second inclusion.
