* include/features.h (__USE_ISOC95): New define.
* wcsmbs/wchar.h (fwprintf, fwscanf, wprintf, wscanf, swprintf,
swscanf, vfwprintf, vwprintf, vswprintf, fwide): Define even
for -std=iso9899:199409.
* CONFORMANCE: Remove comments about unsupported AMD1.
