* sysdeps/generic/setenv.c (__environ): Change conditional for #define
from [!HAVE_GNU_LD] to [!_LIBC].
[_LIBC]: Include <libc-lock.h> and define a lock.
(LOCK, UNLOCK): New macros, no-ops for [! _LIBC].
(setenv, unsetenv): Use them.
