[BZ#14767] Remove tests for have-initfini-array in elf/Makefile

	* elf/Makefile (tests): Remove conditional for have-initfini-array
	since this is now always required and the variable does not exist
	anymore.
	(tests-static): Likewise.
	(modules-names): Likewise.
