* hurd/hurdsig.c (_hurd_internal_post_signal): For SIGNO == 0,
skip straight to pending check. When UNTRACED, resume process
from suspension first.
* intl/Makefile (headers): New variable, libintl.h.
[gettext-srcdir]: New rules to copy source from $(gettext-srcdir)/intl.
* configure.in: Check for --with-gettext arg.
